LOL, my knowledge of Dutch is so limited that I could figure out the second word, but was completely flummoxed by the first. Even reading your description I still only get the houders part. Luckily the pictogram is pretty clear!
Picturit: Martin I have to confess, I had to get the help of the http://babelfish.altavista.com/tr, but sometimes I have to laugh what that thing makes up, the first word is that only people with a special permit are allowed to enter this road on a motorized vehicle and I of course for I was not motorized...grin
May be Louis can help me out on this one.

You DO have a great sense of humor, Ms. Astrid, as I can surely attest to for Kay! If she only knew how much. HA! You have a better sense of humor in your second language than most people have in their first. I love it!

Oh goeiemorgen, Mevrouw Burgemeester! Met humor regeert u altijd makkelijker! Maar of de veel Duitse toeristen op Textel dit ook begrijpen? Na, we hebben deze verkeerstekenen trouwens ook op de Oost-friesische eilanden (zoals Spiekeroog..., helaas weet ik niet meer de Duitse term): de docters, de politieagenten en de vuurweerleden moeten natuurlijk "uitgezonderd" zijn! Hoe mooi dat er nog plaatsen zijn waar geen auto's en geen bromfietsen de rust en de lucht kunnen verstorenen verontreinigen!

Your translation is spot on. You need a special permit to travel motorised along this way. Directly translated it would be something like 'Holders of exception excluded Astrid 2008'. A bit strange with the double negative in two words.

What about this:
I can't remember the signs in the netherlands so well, but I think this sign is missing the diagonal red line. Because of that we probably now have the meaning that the permit holders are not allowed (the plot thickens). There is not a road and you need a permit not to travel on it.

I think this one is aimed at german tourists.

Louis' remark "I think this one is aimed at german tourists." evoces me to a short, sorry, serious, language-consideration (Dutch-German): May be! We have this sign (only with a car) in Germany too, but the word "uitgezonderd" may be a so-called "wrong friend", because "uitgezonderd" means here "ausgenommen/außer", but not "ausgesondert". The last word is for us -in connection with persons...- an absolute "Unwort" in the negative meaning 'ignored', 'excluded', 'rejected' with a bad NS-connotation (in the meaning of extermination). Only papers, rubbish... can be "ausgesondert" werden in the meaning of clearing up.
Seems a daft sign to me .... The large hunk of technology in the back ground .... Is it some sort of maintenance barge or something completely different. richard

It really doesn't look the best of places for either a car or a motorbike, but perhaps in the summer there's some nice flat sand?
